Honestey and money?

There are people who go on foreign tour or may be tour within India. They submit the claims after return for conveyance, food etc even though they did not spend. They produce fake receipts. They support themselves saying that when company is earning so much money what is wrong if we fake the bills for few dollars/rupees. They also say that it is common and every one does. Is it not dishonesty? When you are sincere and honest and you are struggling to repay the credit card outstanding and personal loans do you think you can go ahead and do this kind of things to save some money? Or do you say it is upto the individual and we can not generalise?
