Zc motor in my 91 civic?

For those who only know please answer.. okay my 91 civic needs a replacment motor i posted a wanted motor post on craiglist and i got someone who is selling a single cam dual point zc engine. with 50,xxx miles for a good price i live in cali and i know the zc engine wer never used in ca or in the usa just on japane i heard that you cant get it bard is there a way i can still get it to p smog will they notice ? hahaha
