2004 neonsxt 35300 milage key ignition will not turn.warranty doesnt want to cover part.this is a defect .?

3yr/36000 basic warranty will not cover key ignition part because i have my car for 4yrs and only have 35300. dodge service wants 300.00 to repair.this part is a defect and on my 7yr/70000 this should be covered under emmissions. i found the part i needed on line for dodge 2004 part needed is ignition lock and tumbler/switch relay priced at $33.96 why is dodge service saying i need 3 different parts charged at different prices.when i only need 1 part. i had my car towed back to my house due to the fact i have had many problems with this certain dearler.it cost me$75.00 to tow back to residence when i got my keys back i could not belive it my key was really bent. i called he said when you get car fixed come here and i will replace your key. if he ordered the right part it comes with a key.so i am here stuck with no car . have emailed corporation never emailed me back.also called c.s. so many times.if anyone uses prepaid cell phone it has cost me $50.00 and still no answers.
