Why can't I pick this lock?

Sounds like you are doing it right, maybe not enough tension. Soak down the hasp with WD40, it may be corroded shut. Can you cut the lock off as you don't have a key using a Dremel type tool with a cut toff disc? There may be some pickers in the home maintenance section.
